Dr. Shalini Rajneesh, currently serving as the additional chief secretary, department of planning, programme and statistics and the chairperson of tumakuru smart city corporation limited, is the women’s topper for the Indian Administrative Service 1989 batch. she also is a gold medalist in psychology, and has a doctorate in rural development.
having authored 13 books, across english & kannada with diverse coverage from management insights to human psyche and development to gender inclusion & administrative reforms, she is popular for being highly action-oriented in her engagements in leading large scale initiatives.
her most momentous experience has been during her engagement as the deputy commissioner at Belgaum district when she deftly handled the worst floods of the century.
she has won the 2nd best panchayat raj national award in 2012. she has steered bold initiatives such as legislating the Karnataka's guarantee of services to citizens act, 2011 popularly known as the "sakala" project, which also bagged the prime minister's award for excellence in civil services.
The project entails setting up a strong support ecosystem with all departments paving the way for outperforming Karnataka's SDG 2030 metrics.
